Schools and MATs fund feasibility from internal reserves or as part of a wider estates capital plan. Local Net Zero Hubs [DESNZ] provide free pre-bid advisory but do not write feasibility studies.
What a PSDS-grade study contains
- Site survey and asset-by-asset condition.
- Heat-loss model in W/m² for each treated building.
- Proposed measure schedule with manufacturer SCOP/efficiency.
- Lifetime kgCO2e calculation and Grant Carbon Cost number.
- Capital cost estimate with procurement route.
- Construction programme aligned to the Phase delivery deadline.
Cost and time
Typical school-scale feasibility cost is £8k to £35k depending on site count and complexity; timeline 6 to 10 weeks from kick-off. Larger MAT bundles run higher.

Feasibility output is the evidence pack the Salix portal application points at. The portal does not redo the maths; it tests it.
