What this tool decides
The wizard encodes the three binding gates in the published PSDS grant conditions: which bodies are in scope, which heat sources can be displaced for a passing carbon claim, and which ownership arrangements need landlord or SPV consent [Salix].
It does not score the £325/tCO2e Grant Carbon Cost; that is the grant-size estimator. Eligibility says you can apply. The GCC says you can win.
What each outcome routes to
- Eligible. Eligible lane → pre-feasibility checklist.
- Conditional. Read the reason and the consent or fabric path back into scope.
- Out of scope. Out-of-scope lane → PPA, Re:Fit, post-PSDS routes.
