What the letter contains
- Grant amount and scheme reference (e.g. PSDS4-12345).
- Approved measure scope and delivery programme.
- Delivery deadline (Phase 4: 31 March 2028 [DESNZ]).
- Milestone payment schedule.
- Reporting obligations (post-completion carbon reporting).
- Clawback conditions where measured tCO2e undershoots material amounts.
Governance sign-off
Trustees or cabinet must minute acceptance. The accounting officer signs the grant offer. Counsel-reviewed for clawback exposure on bundles over £1m.
Spend deadlines
Capital must be incurred (not just committed) by the phase deadline. Extensions are exceptional and need a documented force-majeure case.
