- PSDS: Salix-portal competition on GCC [Salix].
- R&R: DfE allocation on condition need and educational impact.
Evidence transferability
Some overlap in baseline data (asset list, fuel kWh, condition surveys). The framing is different: PSDS wants lifetime kgCO2e; R&R wants condition need + pupil impact.
Both routes
Apply to both for the same estate but not for the same intervention. PSDS Phase 5 (if it opens) for marginal decarbonisation; R&R for the condition-driven renewal cycle.
